It lets you collect the personal money an officeholder earns from a successful action, shown in the green boxes on office cards (such as a President's £1 per filled order), including the bonus from every success that turn. It does not cover the President's writers' own bonuses, which belong to the writers. A Governor's promise pays on all of that turn's rolls unless the Governor suffers a catastrophic failure.
