Who goes first in the Family phase when the Chairman retired or the seat is vacant?
The designer answered this directly on BGG. The rulebook says play starts with the player holding the Chairman title.

The former Chairman, who keeps the Chairman marker, goes first and play continues clockwise until a new Chairman is hired. The transfer of power has not yet happened.
