How do the Crown's free writer enlistments work?
The Crown follows the normal rules but gets free Enlist Writer placements before its regular actions: one if four or more offices are vacant, then a second if a Presidency with no Crown writer is still vacant. The second only happens if the first was made, and only once, not once per vacant Presidency.
