How many free writers does the Crown get when four or more offices are vacant?
One free writer, placed once per turn, when four or more offices are vacant. A second free writer comes only if a presidency still has no Crown writer afterwards. Fewer than four vacancies gives no free writer, and the vacancy writer is not repeated by an Enlist Writer action.
