What does "the most recently passed extra action" mean for the Crown in the Family phase?
The designer explained the phrase and pointed to the rulebook's Extra Actions section.
It means the extra action granted by the most recently passed law that gives one. Only that newest extra-action law counts; older ones stop applying, and until one has passed there is no extra action. The designer notes the wording would be clearer as "extra action due to a passed law".
