Rotate the arm clockwise or counter-clockwise and stop at the first space that matches the icon on the bottom of the law card. For Tax and Bonus laws that is the first matching tax or bonus space, and for a law showing a single icon (luxury hat, workshop, shipyard) it is the nearest space with that icon. When the card shows only a bonus, you choose among the bonus types it shows.
