Can I split my votes across rounds, and does a card with several votes have to be used all at once?

You may cast as few or as many votes as you like each round, and spend the rest later if the Prime Minister calls another round. One player reads a card with several vote icons as usable only all at once in a single round, not split; that is a common-sense reading, not a ruling.
