What do the plus and minus numbers by the border symbols on the India reference card mean?

They are the strength modifiers printed on the event tiles whose backs show that region. For example, Punjab may produce a Crisis at -1 or a Leader at +3, which lets you gauge the danger before the top tile is flipped.
