To the region pictured on top of the draw stack, then it is placed as that region's status demands (centre if Company-controlled, facing the sovereign if dominated, on the matching shape border if sovereign). This happens after every Crisis, successful or failed, and is not tied to where the Crisis happened. The one exception is Imperial Ambitions, after a successful Invasion Crisis.
