Does the Crown's Military Oversight law let the Crown's Chief of Military Affairs demote a Commander?

No — "Chief of Military Affairs" in the errata is a typo. A Crown Prime Minister demotes a non-Crown Commander if a Crown officer is in that Army, right after Military Affairs acts, every turn. If two Commanders qualify, the AI card breaks the tie.
