Is the region's strength subtracted from my Deploy dice, and do I choose how many pieces to exhaust?
The rulebook describes adding dice from exhausted pieces and then subtracting strength.

Yes. You choose how many officers, regiments and local alliances to exhaust; each gives dice. Then the region's strength is subtracted from the total. To end up with a given number of dice you must exhaust that many plus the strength.
