How many local alliances does a Crown Commander buy, and how many dice does it use?
One, unless you ask it to buy another. In a peacock climate it attempts a purchase only when its Army is at least 2 (nothing if 1 or 0); in a lion mood it does nothing unless bribed. A player Commander may buy as many as the President consents to. For Deploy, the handbook's dice number is what it wants to roll after the penalty, so it exhausts enough pieces.
