Does a Blackmail reroll card (Mercantile or Diplomatic Connection) replace the earlier roll, and how many dice are used?

It replaces the earlier roll — the card forces a reroll of the whole check, not an extra roll on top. The reroll uses half as many dice as before, rounded down, and if that leaves zero dice the roll counts as a failure. The card can both give a second chance to your own action and undo a successful roll by an opponent.
