How does the Tea House bet work?
The rulebook describes the announce-and-roll action; an earlier summary of the bet as a stake was wrong.

Announce a number from 3 to 12 and roll both dice. If the total equals or beats your number, take that many Lira; otherwise take only 2 Lira. You do not pay a stake. The red Mosque tile can turn a die to 4 or let you reroll both dice, once.
