Can I send my own Family Member back to the Police Station?
The rulebook lets only other Merchants catch Family Members, and a Bonus card does the rest.

Not by choice, except with the bonus card that does exactly that. Otherwise only an opponent landing on its place sends it back, so a Family Member sent somewhere an opponent never visits stays out and does not free itself.
