With 3 players remove the tiles showing 5 goods symbols; with 2 players remove the tiles showing 3 and 5 symbols. That leaves the 2- and 4-symbol tiles in each of the four colour stacks in a 2-player game. The numbers in the setup text refer to symbols on the Mosque tiles, not to Place tiles.
