In a 2-player game the activating player picks one of the three tiles, the opponent picks one of the other two, and the activating player takes the last. The red Mosque tile cannot change a Kiosk die roll, while a card that turns a die to 6 can. When the Kiosk tiles run out, shuffle the discards into new draw piles (all tiles together if needed).
