Which number on the tile is used to move the Governor, Smuggler and neutral tokens?
The rulebook names the big brown number for placing tokens after a roll.

Always use the large brown number, whatever layout you use. Two dice give 2-12, so Place 1 and Places 13-16 are never reached by a roll, and the same holds for the starting positions at setup. The red Mosque tile cannot reroll or alter these dice.
