Can I buy more than one Ruby at the Gemstone Dealer or Sultan's Palace in one visit?
The rulebook lets you take the next available Ruby once per action and the repeat cards add extra actions.

No. An action buys one Ruby, paid in full at its current price. Only a bonus card that repeats the action gives a second purchase, and two such cards give three. Each purchase raises the next one's price.
