Can I play the bonus card that sends my own Family Member to the Police Station from anywhere?
Several posters agree and the card text sets no same-place requirement.

Yes. Your Merchant does not need to be on the same place; the card works from anywhere before or after an action, as long as your Family Member is not already in the Police Station. You also collect the usual catch reward, 1 Bonus card or 3 Lira. Do not play it in the middle of a place action: the Family Member must still be on the place for the action to finish.
