What happens if I land on a place with another player's Merchant and cannot or will not pay the 2 Lira?
The rulebook puts the payment after movement and ends the turn if you cannot or do not want to pay.

You may still move there and you still pick up or leave your Assistant, because that step comes before payment, but your turn then ends: no action and no later encounters. Each other Merchant on the place costs 2 Lira, and paying some but not all still ends your turn. Opponents' Assistants and neutral Assistants cost nothing (a neutral Merchant in a 2-player game does cost 2 Lira), and you never pay at the Fountain.
