What do the small blue and green numbers on the Place tiles mean?
The rulebook describes the short-path and long-path layouts by these numbers.

They are layout markers: tiles placed by their blue numbers make the "Short paths" board, and tiles placed by their green numbers make the "Long paths" board. They play no part in the game itself, and the Governor and Smuggler use the large brown number instead.
