Do I have to carry out the place's action after picking up or leaving an Assistant?
The rulebook says that if you cannot or do not want to carry out the action, you proceed to the encounters.

No. The action is optional: you can skip it, for example at a Warehouse where you are maxed out, and continue to the encounters phase. Your turn does not end just because you did not act. You still pay other Merchants on the place first, since that happens before the action.
