When do resting crewmembers leave the Resting Crew area after the tutorial mission?

Docking steps in the Ship Book move them into your hand, but the tutorial skips those pages, so tutorial crew may still be resting in the first Ship Phase. The publisher says this is intentional: play as written, or do a Campaign Quickstart for a full first Ship Phase.
