Do I spend Success tokens to rank up a crewmember?
Several players agree and no official ruling contradicts it.

No. Tokens are only spent on dice. Rank-up numbers (3 for rank 1, 6 for rank 2) are thresholds on the tokens gathered during the latest mission; each crewmember is checked separately, and earlier missions' tokens don't count.
