Each player keeps the first age-1 card they reveal as their opening meld (the other becomes their hand), and the player whose card is earliest in the alphabet goes first. The designer ruled leading articles are not ignored, so The Wheel is T. The first player takes one action only; in a 4-player game the first two do.
