Can a pile with one or zero cards be splayed, and is it still splayed if it shrinks to one?

No. A color with zero or one card is always unsplayed, and if a splayed pile shrinks to that size it forgets its splay. You may still choose such a color for effects like Measurement's draw (a one-card pile counts as 1, an empty one as 0).
