When does the active player get a free Draw for sharing?

After the whole Dogma action finishes, the active player takes one free Draw action if at least one opponent's use of a shared effect actually changed something (a card drawn, revealed, melded, tucked, splayed, scored, exchanged or moved). It is a separate action, so special achievements are checked after the Dogma and again after the bonus Draw.
