If a karma replaces an action, does an "if you do" follow-up still happen?

No. The follow-up depends on what actually happened. If a karma swaps your tuck or return for something else and leaves you short, effects like Tools or Lighting that need the cards do not fire. Likewise, cards chosen up front for a tuck-up-to-X effect can't be tucked twice even if each tuck is replaced; the older designer allowance was superseded.
