When do I draw Figures cards, and how does the draw interact with empty piles?
Figures are only drawn for sharing, and by opponents when you take a standard Achieve action, or when an effect specifically says so. The Figure is drawn at the value of the drawing player's highest top card. If no Figure of the age remains, draw a base card of that age instead (then apply the Echoes rule). Setup is unchanged: you start with a base card and an Echoes card.
