How do I meld a City, and must I splay as its arrow shows?
Designer says a City melds like any card; the mandatory arrow rests on the rules text and agreeing community reading.

Meld it like any other card. The arrow on a City is mandatory: splay that color in the shown direction, since the Deluxe rules do not say "may".
