When do I draw a City card?

You draw a City when you splay a stack in a new direction (on any player's board), or when a Meld action adds a new color to your board, and only if you have no City in hand. The player doing the splaying draws, including one forced to splay by a demand. A new color placed by a dogma effect, or an unsplay, does not draw. The draw uses your highest top card.
