Do I need a Pretender token to win, and what is required to take one?

Yes. Only players holding a Pretender token are checked at the Assembly, so meeting a condition alone never wins. Taking a token is a turn action that requires meeting at least one victory condition (Deeds count) and not already holding one. You may only have one token per round, however many conditions you meet.
