Which territories get sea access from a harbor?
The designer ruled that a harbor belongs to one tile only, and the expansion rules cover sea adjacency.

Only the one territory tile the harbor was attached to, even if the harbor also touches another tile. A new territory placed beside a harbor gets nothing from it. When clans move by sea, including when withdrawing from a clash or using Lost Vale, territories with harbors count as adjacent to each other. The Capital always has a harbor.
