How are Nemeton conditions counted, and can a player with zero win?
Each player counts the named objects (such as Citadels) only in the adjacent territories where they have clans; how many clans they have there does not matter. A lone player with zero Citadels can win a "Least Citadels" Nemeton, but the designer rules that a lone player with zero cannot win a "Most Citadels" one. Tied players do not win the Deed.
