Can the Conan favour's placements make me chieftain?
The designer ruled that becoming chieftain is an immediate effect Conan does not allow.

No. Conan's three placements may not make you chieftain of a territory, so place only as many clans as keep you from taking the lead there and put the rest elsewhere. If you are already chieftain of a territory you may place all three there, since you do not newly become chieftain.
