The designer confirmed a first-maneuver Withdraw is legal, but the question itself is not answered by a rulebook section, so it stays at the lower tier.
Yes. For a movement-triggered clash there must be an opposing clan in the territory, and then your first maneuver can be Withdraw to a territory where you are chieftain. The designer confirmed this is legal.
