Who takes the first maneuver in a clash?
The rulebook says resolution starts with the instigator and proceeds in turn order.

The instigator, if the instigator has exposed clans. Maneuvers then go in turn order among players who still have exposed clans. Even if the instigator offers peace and an opponent wants to fight, the instigator still makes the first maneuver. After the Citadels step, the instigator must take a maneuver unless every player with exposed clans agrees to end the clash.
