Can I play a card when I cannot carry out all of it, for example with no clans in reserve?
The designer's replies and a quoted designer comment say to do as much of a card as you can; the exceptions come from his separate rulings.

Yes. A card counts as played even if you can do only part of it or nothing, and you do whatever parts you can. But you must do what you can: you cannot skip a part you are able to perform,. Cards that say 'may' or 'up to' are optional; others are not. Exception: Conquest, Migration, Coalition and Manannan's Horses cannot be played to move zero clans.
