Can I play Conquest, Migration, Coalition or Manannan's Horses and move zero clans to skip my turn?
The designer ruled directly on this in 2021.

No. The designer said these cards are not meant to be used as a disguised pass; in French they say to move one or more clans, so at least one clan must move. Some players argue that 'up to' wording includes zero, but the designer's ruling for these Action cards is at least one. Swamp is the card meant to let you skip a turn without passing.
