Can Conquest target a territory where I have no clans, or where I can only move one clan?
The designer confirmed targeting a territory where you are absent.

Yes to both. You choose the target territory freely, even one you are not in, and may move clans in from just one adjacent territory. You still have to move at least one clan, so if none of your clans can enter from an adjacent territory you cannot play it for no effect.
