Mandate of Heaven: what does "abandon this card" mean, and is its Solstice optional?

It means Mandate itself: the exhaust ability places population on a market card and then optionally abandons Mandate, and only pin cards in play can be abandoned. The Solstice effect is not optional. A garrisoned Mandate does not avoid the -2 VP penalty; it must be in your play area as a pin card.
