Do the Unrest cards in my starting deck go to the common Unrest pile in setup?

Usually they stay in your deck or nation deck, and go back to their own deck at game end; you can return them to the common pile like any Unrest. Only a few civilisations (such as the Celts at higher player counts) put Unrest into the common pile.
