What do progress tokens in the market do?

Setup places one on each white market card and clean-up adds one more each turn. A token is worth 1 VP at the end or can be spent as 1 population or 2 materials. A card with a token can't be exiled (unless swapped), and the tokens go to whoever gains the card.
