Can an Arthurian Knight garrison itself under a region when played?

Yes. When a Knight's text lets it garrison, it can go under a region as part of its play effect, which retriggers that region's play effect (possibly garrisoning another card). Peredur's 'you MAY garrison in a region' refers to Peredur himself.
