Can the Graal acquire an exiled card like Rollo the Walker, and do I take Unrest?

Yes — any exiled card. Under Legends rules you take Unrest only for exiled civilised, uncivilised or tributary cards; Horizons also gives Unrest for non-region cards. Playing the Graal ends the game.
