When I use tributaries from another set, do I still remove the chosen nations' own tributary cards?

Yes, keep doing it. Classics and Legends have you remove the tributary cards of the nations being played, since holding a tributary of your own nation can be overpowered. Posters say the Horizons rulebook omitted this step by accident; one reply says it is a note on page 13, but the step is not in the rulebook text we hold.
