When returning an Unrest card with an effect like Honourable, do you still pay the cost on the Unrest?
A designer post addresses this directly. It also matches the rulebook text.

No. Returning an Unrest is not playing it, so its card text and costs are ignored. Free play still requires paying the costs on the card.
