When Determined garrisons a card, which card's play effect triggers, and can I garrison under a card that is already garrisoned?

You pick another card from your hand, garrison it in an empty region in your play area, and trigger that region's play effect as if you had just played the region. You cannot garrison under a card that is already garrisoned.
