When the bot cleans up and its deck is too thin to fill its slots, how many nation cards does it add?

It first places the remaining deck cards in the numbered slots, then, if still short, it takes one card from the nation deck and shuffles it into the deck. It can add more than one nation card in a round if the deck runs thin.
